The recipients Junius Sidney Cates, Morton Oscar Cooper, and Elbert Clyde Lathrop were all employees of the U.S. Department of Agriculture.<\/p>\n<p>Junius Sidney Cates, an investigator in the Office of Farm Management, received a PhD in agricultural economics.
